[wp-docs] User Talk vs. Email

Good Afternoon,

A new registered user at Codex  (User:Al-khowarizmi) asked why he couldn't
email another Codex user rather than clutter the User's Discussion page with
certain types of communication.

Is that ability disabled (or not recommended) in Codex, or is it not
available with the current Codex version of MediaWiki?
