[wp-docs] Remove Deny Access Section

Well, I've taken care of the clutter presented by the Denying Access 
section (I figured out how to create a subpage) and I've even added 
content to it as well (imagine that, a section on using .htaccess to 
deny spam referrers).  I think this will work out for the best.  The 
Combatting Comment Spam page is now, IMO, as it should be.
