[wp-docs] Remove Deny Access Section

James,

It is informative, in my personal opinion, and is one method useful
for combatting comment spam. Using htaccess to deny access is
something that is well written about, but how exactly a user would
think of using that to solve the spam problem without a cue from the
combatting comment  spam page is unclear to me?

Is it that great an eye-sore?

The information is not outdated, redundant, or misleading. Maybe we
can add a line that says that it is effective in stopping floods, and
may not be effective over a long period of time and leave it at that?
