[wp-docs] Sigs on Articles

There has been no formal statement of when to name names on the Codex,
so it's pretty much depending upon the page author's wish. I
personally do not like to see people names on pages saying "This page
was created by XYZ" for obvious reasons.
Links to external sites could have the names in them, which, in my
opinion is better than a generic "see for more..." link text, since
there is some differentiation between links and some additional
information as to who wrote the page (more semantic and all that jazz)
