Check out http://codex.wordpress.org/Codex_Guidelines#Creating_New_Pages for the 
changes to the page creation policy. Feel free to make suggestions, or simply go 
ahead and edit as you deem necessary. I'm currently working two jobs so I'm a 
bit tired. :\

Also, I updated the Template:Newpage instructions as well. Go to your Talk page 
and you'll see the change.
