[wp-docs] New page policy discussion

Not a great word, but it's all I could think of at the moment. In the recent 
past, I had a discussion with a well-respected WP community member who was 
adamant that our "create a new page as a sub page of your USER page" was a bad 
idea. I am already seeing some people jumping in and creating new pages, 
seemingly without reading/following the guidelines.

Is this a dumb "policy"? I'm pretty much the one that suggested it and set up 
the reminder template that sits in most peoples' TALK page.
