[wp-docs] Creating a Forum fair use page etc.

Hello all,

A small task for a free volunteer:

We need to merge in some stuff to the 
http://codex.wordpress.org/Using_the_support_forums
page.

The stuff that need to be merged in is the corresponding talk page :
http://codex.wordpress.org/Talk:Using_the_support_forums

Also, it would be great if someone could use stuff from 
http://www.tamba2.org.uk/wordpress/forum/ and 
http://www.tamba2.org.uk/wordpress/forumhelp/

or
http://codex.wordpress.org/Using_the_support_forums
whichever is best.


I beleive that a page describe forum fair use rules, and a seperate
page describing how to use the forums efficiently as a person asking
questions and as someone helping out at the forums would be great.
[[Finding WordPress Help]] can be a meta-article covering all bases.

Someone up for the task? I have been thinking of doing this for a
while, but never got the time, yet, so I thought I would throw it into
the open here.
