[wp-docs] Contributing to WordPress

Do we have an overview of ways to contribute to WordPress?  I'd like to
have something to link to from the contact page
(http://wordpress.org/about/contact/).  We currently refer people to
helpout at wordpress.org, but almost everything sent to that address would
be better handled on a mailing list or sent straight to the bug tracker.
Here's an outline of the ways to contribute.
