[wp-docs] Plugin contest cites Codex

I'm thrilled with the new Plugin Contest by webtoolscollection.com.  How 
fun, and a great benefit to all.  But there was a line in the specs that 
concerned me, and potentially, the Codex:

What does this mean, and has the documentation team powers been contacted 
about what this means regarding the Codex?
