[spam-stopper] Akismet MODification for phpBB

The difficult parts are getting together the information that is sent
to Akismet from phpBB (since Akismet is intended for blogs, not
fora), but I am working it out. So far, I'm working on a basic system
where the admin can choose to check all comments for spam, only check
unregistered comments for spam, or not check any comments for spam.
I'm hoping in future versions I can extend this to allow more
advanced control using phpBB's authentication system.
