[spam-stopper] New plugin and welcome

I had 20+ spams overnight, but I didn't have the newest plugin, so that's
ok. Here's hoping this one stops the spam. I hate having to set them as
spam one by one.
Is the web service going to be open to other plugin developers or is the
service and the plugin going to be tightly coupled?
