[spam-stopper] New plugin and welcome

First I want to welcome a few new people to the tester group, thanks for 
helping us out!

To recap the story thus far, we have a simple plugin that calls a web 
service that stops spam dead. (Or tries to.) When it misses something 
and you mark it as "spam" on the moderate screen it learns. The idea is 
that the longer you use it and the more people use it, the smarter and 
more effective it will be.

I've attached the latest version (0.4) of the plugin. The last version 
had an error that was causing it not to get results properly, so make 
sure to upgrade.

To install upload the plugin to your plugin directory and activate. 
Please deactivate *all* other spam plugins you may be running and delete 
everything from your moderation and blacklist lists (under Options > 
Discussion).

It's possible that a few spams might slip through at first, but it 
should get better and better.
