 Now that GlotPress requires PHP 5.3 we can simplify the code a bit.

 * E_DEPRECATED was introduced in 5.2.
 * E_RECOVERABLE_ERROR was introduced in 5.3.
 * E_STRICT and E_DEPRECATED notices shouldn't be hidden in debug mode.
