#474: breadcrumbs - should continue the ones based on locale

If I reach the translation page for a sub-project starting with a locale,
 i.e on the https://translate.wordpress.org/locale/ro/default/wp/dev page
the breadcrumbs are: Locales→Romanian→WordPress→Development. The last one
without a link. If I click on the Administration sub-project, the next
 page is https://translate.wordpress.org/projects/wp/dev/admin/ro/default.
This is the sub-project page with breadcrumbs that are based on Project,
 instead of Locale. These are:
 Projects→WordPress→Development→Romanian instead of
 Locales→Romanian→WordPress→Development→Administration.

This is an error, because I cannot return on previous pages by clicking on
 breadcrumbs.

If the late breadcrumbs are displayed by GlotPress and the first ones by
Rosetta, maybe there should be a way to let Rosetta to display it's
breadcrumbs and make GlotPress stop displaying the ones based on Project.

Anyway, I was surprised to see that the page
 https://translate.wordpress.org/locale/ro/default/wp/dev/admin/ actually
exist, but instead of displaying the Administration sub-project (as a
 substitute for
 https://translate.wordpress.org/projects/wp/dev/admin/ro/default) it
displays a table with the two subprojects having Administaton in the name
 - Administration and Network Administration. Finally when I tried
 https://translate.wordpress.org/locale/ro/default/wp/dev/admin/default I
 get an error.
