Comment:

 [attachment:212.11.2.diff] sorts translation sets by the project ID. It
 fixes an issue where projects can get lost
 (https://href.li/?https://make.wordpress.org/polyglots/2014/12/17/i-have-
 given-out-our-language-url-https/). It also makes the list consistent
 between the locales (for example
 https://translate.wordpress.org/languages/lb has ''Rosetta
 (WordPress.org)'' as the first project listed while others have
 ''WordPress'').
