 To keep the translations consistent through out all projects in a
 language, there should be just one glossary per locale.
 Today glossaries are per project making it difficult to maintain them
 (when you add a term to one project's glossary, you'll want to add it to
 all the other projects too).
 However, each project may have its own specific glossary.
