 IMO, this is the logic solution. It's very hard -- at least for the
 Brazilian community -- to maintain one glossary for each project. It also
 makes perfect sense to keep the same meaning for each translation term
 across different projects of the same language. It's more consistent.

 It's also confusing because the
 [https://glotpress.trac.wordpress.org/ticket/97 ticket of the glossary]
 states that the functionality should be in fact by locales.
