 [attachment:212.diff 212.diff] is a very early attempt at creating
 language pages.
 So far there's basic routing, a languages page that list all active
 languages and a language page that list projects with their string count
 and completion percent.

 Note that this patch doesn't deal with a situation where a language code
 might have more than one set per project (i.e. formal and informal).
