 The locale page idea sounds very interesting and makes a lot of sense.
 Especially if it's linked to from a translation set throughout. I found
 #212 a bit fuzzy on details and hard to visualize, however. What I'm after
 in this ticket is giving potential volunteer translators easy access to
 everything they need to get started - links to style guides, locale-
 specific forums, etc - without putting the burden on the translator to dig
 it all up. Does #212 solve that?
