 [attachment:97.diff 97.diff]  is the first public diff for this feature.
 It introduces two "things": Glossaries, and Glossary Items, with their
 routes, and templates.

 What works:
 - Creating a glossary - look for the Create Glossary in the translation
 set header. Will only be shown if you have validator permissions on that
 translations set. The only thing to set up when creating a glossary is a
 description for the glossary.
 - Viewing a glosssary. Once you've created it, the create glossary link
 will be replaced with a link to the actual glossary.
 - Editing a glossary (it's description): clicking the edit link in the
 glossary header on the glossary view page
 - Adding glossary items
 - Editing glossary items

 What needs to be added:
 - Design: everything looks like crap right now.
 - Indication of last editor/last modification date for each glossary item
 - Deleting glossary/glossary items

 Other tasks:
 - Testing. I have so far only tested this with either admin permissions,
 or logged out user. Need to test with other user levels as well.
 - Security review. I probably forgot permissions checks, sanitization,
 escaping, validation in a few places.
 - Code Tests.
 - Fix all the bugs :-).
