 Per helen in https://core.trac.wordpress.org/ticket/28831#comment:10, it
 looks like we should probably use the English names "Chinese (Simplified)"
 and "Chinese (Traditional)" for zh_CN and zh_TW respectively. That comment
 specifies the desired Chinese characters.
