Comment (by irdb):

 I think this may cause trouble for validators if the uploader uploads a
 large file containing many unsuitable translations overwriting the
 previous ones (for example by uploading an old PO file).

 I suggest to set a limit on how many new translation one can import in
 each upload (my suggestion: 150). Another idea is to give the validator an
 option to reject all imported strings that refer to existing translations.
 In my opinion it's better not to add this feature until such measures are
 implemented.
