 Yes, I follow make/polyglots, but it is not a very reliable way. People
 can forget to mention it there, or be late, etc. - an automated way of
 notifications would be great.

 And for WP.com there is just the translation forum:
 http://en.forums.wordpress.com/forum/translations - but it is not used for
 important news on translations. This just a support forum for translation
 issues. Unfortunately.
