#252: GlotPress should take care of non ASCII characters when saving strings.

Situation: Translators shouldn't save translated strings using UTF8 ( or
other special character encoding formats ) in GlotPress, as we don't know
the encoding of the page where the content will be served.

Today nothing stops them from inserting UTF8 and potentially break the
output. Only translators aware of the situation replace special characters
 with HTML entities.

That is something GlotPress could automate, allowing translators to type
and read translated strings more easily, as HTML entities often make typos
 hard to spot.

Enhancement proposal: have GlotPress replace special characters with HTML
entities behind the scene, display to users and let them input regular
 UTF8 characters.
