 We can't speak for WP.com — if they want to announce major changes to
 translators, there are plenty of ways for them to do so.

 Each release (and string freezes prior to releases) are announced for
 !WordPress, mobile apps, and I think bbPress and !BuddyPress too. Those
 are the "major" situations.

 I get the idea of notifications for pending or new strings, but maybe
 something like a language overview page would be a good place to start?
 Notifications are merely ephemeral. #141 and more specifically #212.
