 Hi,

 I've noticed an issue where private messages are only visible to users
 with the admin role, and other roles cannot display messages. When
 enabling the `manage_options`, `update_core`, and `unfiltered_html`
 capabilities, it automatically grants edit and delete options to all
 users. However, if these capabilities are disabled, messages do not work.
 Could you provide guidance on resolving this issue so that private
 messages work correctly for non-admin roles without giving them
 unnecessary permissions?
