 @imath I didn't realize the **Legacy** template pack behaved differently
 than **Nouveau**, apparently  **Site Notices** are rendered across all
 **front-end** pages. Since **!BuddyPress 12.0.0** restricts JavaScript and
 Style assets loading to **!BuddyPress pages only**; this seems to be a
 dilemma as to how **Site Notices** should work as it pertains to the
 **Legacy** template pack.
