 I think this ticket is relative to #9098

 In 11.4.0, we introduced specific notification for Administrators using a
 workaround. During the 14.0.0 dev cycle, we've decided to move the
 "Notice" feature out of the "Messages" component so that we can use it for
 these notification for Administrators.

 I believe the kind of notifications discussed into this ticket are
 candidates to be handled thanks to the new Notice feature.
