 Administration: improve & document Extended profile screen

 - Make sure the top screen button is using the same text than the
 WordPress Profile screen.
 - Avoid code duplication introducing the `get_top_screen_button()` method.
 It outputs the above top screen button for the Pending Users & Extended
 Profile screens.
 - Add a Dashicon to inform clicking on the "View Profile" link will load
 the page into a new browser’s tab.
 - Document this screen into the User handbook.
