 With the Private Messaging component enabled but Notifications and/or
 Account Settings components disabled, the unsubscribe link in the emails
 sent when a member receives a private message states that the user can
 change their email preferences. However they will not be able to change
 them.

 If Account Settings is not enabled, there will be no settings tab to
 manage email preferences. If Account Settings is enabled but Notifications
 is not, the Email tab will be there as well as the line "Set your email
 notification preferences", but there will be no options to save.

 Related: In the admin, the Notifications component states that it will
 allow users to "customise their notification settings", but this is not
 true if the Account Settings component is not enabled as well.
