Comment:

 Reopening this ticket and moving it into the 15.0 milestone so that we
 think about:

 - writing a 15.0 developer note: this will be the last major version to
 include 12.0 deprecated code,
 - adding an Admin Notification or an Administrator notice once #9098 is
 achieved,
 - writing the deprecation policy.
