 Lately WordPress changed the Node required version to 16.19.1, see
 [https://make.wordpress.org/core/2023/08/09/updating-wordpress-to-use-
 more-modern-versions-of-node-js-npm/ this post]. Let's do the same move
 and use this opportunity to update our PHPUnit GH action as well.
