 Whatever way you go on this is it must be possible to disable this
 functionality entirely (so that users like me can apply their own logic)

 I run a Multisite with some components shared and others not. Sone
 components are private but some are not e.g. groups. I handle this via
 code atm and I’d like to continue doing so.
