 I've uploaded a new patch that contains the previous updates plus these
 changes:
 * Manage Pending Memberships screen: move profile info view link into row
 actions.
 * Manage Pending Memberships screen: Add request-specific help tab
 content.
 * Update default logic for `BP_Signup->count_sent` to treat no meta set
 like an old-style signup.
 * Add email installation upgrade routine.
 * Disable settings checkbox is "anyone can register" is true.
