 BP Nouveau: deactivate single Member & Group front pages by default

 Even if Blocks can now be added to widgetized area which should give more
 attractiveness to these front pages, feedbacks on our support forums shows
 it can be confusing for users.

 Activating these front pages remains totally possible using the BP Nouveau
 customizer section.

 Fixes #8502
