 Testing #8448 & #8428, I've notice the upgrade task I committed on #6347
 was running each time even if signup fields were already set (from a
 previous upgrade). Although Users might not play with the plugin version
 like we are when testing, I can imagine some update/roll back/update
 scenario where it could be annoying.
