 Improve the WP Admin Bar for logged out users on mobile/small screens

 On mobile/small screens, the WP Admin Bar generated by BuddyPress does not
 show anything and becomes a useless dark area at the top of the page. To
 make it more interesting, let's make sure the login and register links are
 shown.
