 @imath @boonebgorges you both miss the point. There is nothing stopping
 someone other than the person who owns the email address from registering
 in wordpress. The account is created immediately, it may never be
 activated but it exists and an activation email has been sent, and that
 email is potentially unsolicited.

 I really don't think this is a problem, and if there is it exists in core.
 If there is not we should do it the wordpress way, just create an account
 immediately. And by all means flag them as opting out in some way if
 required.
