 Build/Test tools: do not build blocks during `travis:grunt` task

 Remove the `exec:blocks_src` task from the `src` one and create a new task
 to build blocks. This should prevent Travis to fail building blocks when
 the build has been cached.

 To generate the development blocks version, you now need to run `grunt
 commit:blocks`. This task is equivalent to running `grunt commit && grunt
 exec:blocks_src`.
