 This is interesting, and I'll add that, but can you help me understand the
 the goal of the `is_active()` check? Is it primarily to avoid situations
 where the plugin files/template files are from different/incompatible
 versions? It looks in the case of the cover-image functionality that the
 `is_active` check is used in combination with a site option check, so I'm
 guessing that the is_active check would only be false if the component
 setup class doesn't include the `features` item? Or is it meant to be
 filterable by plugins/themes/etc?
