 When you visit the activity stream and submit the form with an empty
 value, it will return the error and append to the form.

 When you go back and focus on the textarea the error message is removed.

 When you resubmit the form with still an empty value the error message
 does not get appended.

 I've tested both on a custom theme and also on twentynineteen using
 Nouveau.
