 This `bp_group_new_topic_button()` relates to the legacy forums, which we
 removed support for in 3.0. We have the function in our
 `deprecated/3.0.php` file, so it ought to be present.

 It might be a load order thing but very hard to debug without access to
 the theme and other plugins.

 Do you have a means of searching in all files in your theme for
 "bp_group_new_topic_button"?
