 One use case I can think of is an inline CSS editor I use. This allows the
 admin to make dynamic CSS changes to pages. In the case of debugging there
 are tools such as Debug Bar that would allow you to see any errors in page
 execution. I'm aware there are other ways to debug, but the register page
 comes in for a lot of scrutiny by site admin and I think giving them the
 option to display the page whilst being logged in as admin would be of
 benefit.
