Comment:

 @richardrcook2  Currently sitewide notices are only supported in the users
 account screens, the ability to have them in a sidebar was via the BP
 sitewide widget we provided and that was partly to offset issue for some
 themes where sitewide notices were displayed in a theme as absolute
 positioned elements possibly overlaying other critical elements such as
 menus.

 Nouveau dosn't have the widget but we could look at introducing it for
 Nouveau as an enhancement.
