 There's already a filter, `'bp_get_template_locations'`:
 https://buddypress.trac.wordpress.org/browser/tags/3.1.0/src/bp-core/bp-
 core-template-loader.php#L406

 You can use that to define custom directory locations and probably get
 your ideal setup working this way.
