 Blogs: track Pages (post type) and comments in the activity stream.

 Tracking Pages' comments in the Activity Stream used to be the default
 behaviour until a regression first introduced in BP 1.6(!).
 This change now tracks Pages in the stream by default, and Page comments
 if a specific Page is set to allow comments.

 Fixes #4784
