Comment:

 Site admins are always able to delete the user by visiting the Dashboard,
 but you're right that it makes sense for them to be able to do it from
 here as well.

 Any patch will have to fix both the navigation and will also have to
 ensure that the actual delete process can be performed by a bp_moderate
 user.
