Comment (by netweb):

 Updated patch [attachment:7028.1-tooling.patch], this is the "tooling"
 only part of the patch, adds stylelint and grunt stylelint tasks, removes
 scss-lint.

 I'll update the CSS and SCSS patches tomorrow on the plane to WordCamp
 Sydney
