Comment:

 We might consider to move back to this later, when we will have a better
 capabilities (and not very basic like it's now).
 There are also some complications with UI and access in admin area for
 those, that might have this capability, but not managing groups (deleting)
 in general.
 And on front-end - it will require tweaking our logic for accessing all
 groups by admins only in some places. As a user with such cap will need to
 go to a special page in group admin area on front-end to manage sticky
 option.
