 I've created #7107 for this specific issue.

 hnla and I were discussing if the "Comment Blacklist" option should just
 block activity items from being recorded instead of marking them as spam
 as we do now.  FWIW, for "Comment Moderation", we currently just block the
 activity items from being recorded.
